FMD Recommendations for the European Chips Act 2.0

Following the European Commission’s proposal for the European Chips Act 2.0 in June 2026, negotiations on the future framework for Europe’s semiconductor ecosystem are ongoing. The Research Fab Microelectronics Germany (FMD) contributes to this debate with concrete recommendations to achieve two central objectives: increase European competitiveness in chip-technologies and enhance Europe’s technological sovereignty.

Establishing a coherent lab-to-industry pathway

Building on the achievements and investments of the first European Chips Act, FMD calls for a stronger focus on translating Europe’s research and technological capabilities into industrial impact. A key priority should be to establish a coherent lab-to-industry pathway, connecting collaborative R&D, pilot line infrastructure, technology validation and qualification with faster industrial deployment.

This includes strengthening pilot lines as strategic technology-transfer infrastructures, enabling small-volume manufacturing, improving the conditions for industrial uptake, and ensuring long-term investment in Europe’s semiconductor research infrastructure.
